I think the probably meant the special ligaments/muscles/spine that allow a cat to right itself when falling, so it will land on its feet. Bones are bones, they're very similar to human bones with cartilage and muscle. Cats have shoulder blades and hip bones just like people, you can feel them sometimes.
I'm sure cats have bones in there front and back legs, as well as Muscles, what your heard is proably an old wives tale.
If cats don't aparently have bones and just muscle they wouldn't be able to stand up, they just flop and i'm sure you heard of cats breaking a bone in there front or back legs?

Bones are connected by ligaments at the joints. Muscles are connected to the bones and help the bone move by contracting. BTW, mussels are those little blacks shells that you see covering rocks at the beach. :)
